I have created new workers using a worker.dat file successfully. Now I am trying to add supervisors to these workers. I keep getting error:

The corresponding date effective record in the WorkTerms for date 2019-03-13, action HIRE, and effective sequence 1 is missing for the Assignments.

The start date for the worker and manager is 2019-03-13

Below is the metadata:
