Creating a Resource Alert for all active employees

We are trying to build a Resource Alert in Alert Composer for a Census process.  We basically want to send out an alert to email and to the notification bell to all our employees and ask them to go in and review all of their information in Me > Person Info (Contact Info, Emergency Contacts, etc).

I'm struggling with setting up the filters so that the alert goes to all active employees.  I've tried several variations of filters, but they're not resulting in the population I'm looking for (and sometimes no one returns at all).  Is anyone aware of more info around the filtering piece?
