Viewing Attached Termination Documents

Manager submitted documents visible in approval routing, but then not visible in Document RecordsContent
Greetings-
The Termination Workflow allows the manager to add comments and attach documents to the employee termination. We're getting those through to the HR representatives as expected in the approval emails and Worklist. Is there any way to get those documents to show up in the "Manage Documents" view once the transactions are approved so that all HR users could view/retrieve those documents from within an employee record without going into the Worklist? They do show up still in Worklist in the history for the original transactions for people assigned to the transaction, but not all HR users are working within
