Approval Routes using AORs

Hi HCM Experts,
We have a scenarios where transactions are submitted using Manager Self Service (MSS), then follow the approval route of > Line Manager > HR Business Partner > HR Admin as an example.
I believe we're currently defining approval routes at the HR BP and HR Admin level by directing it to empty roles. I.e. You would assign a HR business partner the HR BP Role and HR BP Approver role to ensure they are part of the approval route to follow this p/department.
How are your teams using this? Is there a better way we could do this depending on which department, grade, region as an example to allow for smaller approval groups depending on AOR.
