Line manager role delegation

Hello,

I enabled the delegation for line manager role. So, I simulate that a manager delegates to another colleague (not manager) his role in order to manage skill and qualification for his reports. I noticed that, after delegation, the new employee had all the line manager permission but cannot see the reports of the first manager. So, he had not the possibility to update the employee profile relate to the first manager direct reports. Do you think that this is the expected behavior? Why can I delegate a line manager role if I cannot update the information of the previous manager
