Global Transfer Reporting

Hi all - we have come across an issue for reporting that we need your expertise on.  Recently, we found that a Global Transfer action-action reason can be corrected to a Transfer, thus effectively removing the Global Transfer from the employee's record.  We know that it was a GT because they are appearing on the mass upload files we reviewed, we can see that the old assignment is a different Legal Employer than the new assignment, but we are not sure how to correctly report on this.  We have been told this is expected functionality and cannot be prevented.
