Why can't we have view only in the Payroll area of HCM?

We can restrict access to view only or edit in Personal & Employment, we can view only or edit in Compensation, but we can't view only in Payroll area

Why can access to the payroll area of HCM not be locked down to view only access (like Personal and Employment and Compensation area); why must it be edit access?

In our business, HRBP's support the business to look at employment information, but to be able to edit, must go via HR admin. However when checking pay elements or costing we're unable to restrict these areas to view only. Therefore we have to use reporting as the only way to view this information.
