How to provide access to Sourcing Agents / Head hunters for referring candidates?

I have a requirement where the client would like to capture the information on the referrer when the sourcing agency refers candidates to a Job requisition.

One way of doing this is to create a 'Non-worker' account for the Sourcing agent and allow them to access the internal job portal where they can refer and track candidates.

However, this would allow them to view all openings where they are not invited for sourcing.

Is there a way to only show them a limited set of openings where they are invited for sourcing and allow them to refer candidates?
