Load offering as required via HDL

We are trying to load offering as required via HDL .But then even through the process doesn't fail, we are unable to  view it in employee's current learning . But if we load the offering as Voluntary , we are able to view the offering in current learning .

Cant we load offering as required via HDL? Version :19A
