How do you deal with user role request approval

We can make the role requestable, however, I don't see any approval rule exist in Transaction Console > Approval Rules, or in BPM. Who is supposed to approve that role request?

Basiclly, We are looking for a solution to add approvals to users' role adding/deleting.

Anybody has experience on this? Any suggestions are welcomed. Thanks!
