Making Resignation Letters Required

We would like to make the attachments field in the termination process a required field so that managers need to include a resignation letter as part of the process. However, although we make the field required, you can still proceed without submitting it. I opened an SR with Oracle who informed me that there currently isn't the ability for the system to stop the process without the attachment. How is everyone else handling this in the system? Are you managing resignation letters outside of the system or are you utilizing a different field?
