Deductions Report - Remaining Amount is same as Total Owed for Involuntary Deductions

Issue: Remaining Amount is same as Total Owed for Involuntary Deductions in the Deductions Report even after Payroll Run. Due to this, there is no way to track the remaining amount to be deducted for Involuntary Deductions. 

Expectation: 
If Total Owed = 1000 and Per Pay Period Deduction is 100, then the Remaining Amount should be 1000 - 100 = 900 after the payroll Run. 
The issue here is the Remaining Amount stays 1000 and doesn't reduce in the deduction report.

Steps to Reproduce: 
1. Create Involuntary Deduction 
2. Run Payroll and ensure Involuntary deduction is Processed 
3. Run Deductions Report
