Assign Learning items to Pending Worker as a Manager

Can a manager assign learning items to pending workers?

Hi All,

Our client has a requirement for managers to manually assign ILT courses to pending worker, but when i go to My Team > Learning i am not able to find the pending worker in order to assign learning items.

DO we have a way to enable managers to assign ILT courses manually to pending workers ?
