Change the Effective Date on a Legal Employer Change

Has anyone found a way to change the effective date of a Legal Employer Change without cancelling the work relationship and re-entering?

I've tried the following:

Move forward by trying to change the Hire Date on Work Relationship - error message about global transfer
Move forward by trying to change the effective date on the term - error message about primary work relationship (even though the active work relationshp is marked as Primary)

Move backward by trying to change the effective date on the term - can submit term correction - but transaction gets stuck
Move backward by trying to change the Hire Date on Work Relationship - error message about global transfer
