Cannot edit Terms and Conditions in Purchasing

The rich edit mode is disabled anld only possible to edit in source mode

We are editing the standard form of Terms and Condistion in order to include them in PO and CPAs pdf reports. However the content is not editable as per the screenshots and in the report is not formatted at all, it is pure text without any formatting.

 

The issue happens with all users and browsers. We cannot activate it in production env as in all test environments this form is broken.
