Need Approval Rule - 2 levels of Manager but no CEO or COO (both level 20)

We have several HCM transactions that we would like to get two levels of manager approval.  The caveat here is we do not want any approvals going to our CEO and COO.  Both of these jobs have a job level of 20.  If it hits level 20, we want to skip and go to the next node in the workflow.

We are using the transaction console, not BPM workbench to create and maintain our workflows. 

Any suggestions on how to accomplish?
