Rehire an employee from Pending worker

Hello, 

What is the procedure to convert the rehire employees from pending worker?

 I am able to convert a candidate record who is going to be a rehire as a pending worker into cloud HCM  and the information is visible under person management page  with active status but i couldn't see that record in the "New Person" to convert the person from pending worker to actual rehire.  How should i handle this?

I have also been suggested that there is no pending worker concept for rehires and that candidate information need to be converted directly as a rehire in the system.. is it a correct functionality?  Please advise?
