Some garnishments (i.e. child support, bankruptcy) must be paid before pre-tax deductions when there are insufficient funds

What set up should be in place to ensure that involuntary deductions i.e. Child support or bankruptcy are deducted before pretax deductions such as 401K or medical but the calculation remains in tact for the correct tax withholding (gross earnings reduce by pretax deductions for taxable gross)?
