End Date Multiple Element Eligibilities

Is there a way to End Date Multiple Element Eligibilities instead of doing it manually? The element eligiblities that I am trying to end date are open and not unique. I have tried using HDL (PayrollElementDefinition.dat) and updated the EffectiveEndDate column to the appropriate end date that I want but receive an error for failed objects after uploading.

For all lines, the error below states:

JBO-27102: Attempt to access dead view row of persistent id 'XX'
