Past terminations not appearing in reports

We added anyone who has left this year (prior to implementation) as basic records so we could report full year of leavers data and those basic records are not appearing in termination reports using Worker Assignment Event Real time for example, it is only showing records with termination date in the future. Headcount was included in the basic record load - is there anything else that is needed to enable termination records to show in reports?
