Is there any way to hide the Personalize Spingboard (+ icon) on the Newsfeed RUI Homepage?

Does anyone know if it's possible to universally hide the Personalize Springboard (+ icon) on the Newsfeed RUI Homepage (see screenshot attached)? I've tried to do this via Page Composer, but not seeing any way to accomplish at the moment.
