Can the FYI notifiation be placed prior to the Auto Approve?

There is an employee self-service task to change address.  It's set to auto approve, but also sends a notification to payroll with the change details.   When the rule it approved, the notification does send.  However, sometimes the report shows the change details and sometimes the notification has no details. 

I've attached two screens below.  The First one is how the approval FYI is setup today.

The question I have is can I put the notification first, before the transaction is approved?  The second screen.

I think the notification sent is blank sometimes because the noticeis sent after the approval happens, when the data is no longer there and the report is empty.
