Can employees use ESS to change their work location, or is this only available in MSS?

Can ESS be used by employees to change their work location? If not, why?

The thought is to have employees change their work locations via ESS and then have their manager approve it.  This would save our busy managers some work as an approval is faster for them than also having to enter the transaction.
