Load AOR by Location and Department with HDL

Are we able to load Area of Responsibility using location AND department in a single scope?  We can do this on the front end no problem, but how do we do it via HDL?  I'm not talking about using department tree, just a single department and a single location in a scope of responsibility like in the screenshot.  We can load by location but have not found how to do location and department.
