Hiring Manager on Manage Person

We are looking for a way to capture hiring manager on the person at time of hire

During our hiring process, we want to be able to input who the hiring manager was to better report on hiring success. The hiring manager is not a 100% match to the line manager, so we can't use that field for our reporting needs.

To do this, we know we can create a hiring manager flexfield either on PER_PERSONS_DFF (where we have staffing agency already) or on PER_ASG_DF.  But what we are seeing is only the ability to create a text field but what we would like to have is for this flexfield to tie back to a list of values that is all employees names.  That way we can use the names already in the system to ensure that we don't have typos or nicknames used where they shouldn't be.  And if the field is free text, then tying it back to a
