Error when uploading Learn records from spreadsheet after 19C

Content

When trying to upload Learn training records to show completed after 19C patch I am getting the following error

: JBO-Validation Failed! learning record reason code can not be null for status ORA_ASSN_REC_COMPLETE

Has anyone else experienced this error?
