Prospects - Can we skip this Part?

Hi Per My undersrtanding ( and not like in the Taleo  ) a candidate that was reffered by a recruiter or HR or a friend is first becoming a Prospect. in order to become a candidate the Recruiter will send him an invite and he must Approve it in order to become a real candidate and I have 2 questions on this issue :

• Why the system was developed like this?
• Can we skip this Part  and the recruiter will do it behalf of the candidate ? part of the candidates in the Bank doesn’t even have computer L
