Ability to Select Learners for Assignments

In 19C the Ability to select learners for assignments has been enhanced.   During  an Oracle demo of this functionality,  There was an option to select "Person Number List", which allows the administrator to use a list of person numbers to create the assignments?

We do not have this option in our environment,  are there additional security privileges or profile options that we need to apply to enable this option.
