When icon access does not go to responsive page

Hi
I have a doubt, when I click on quick actions the system takes you to the responsive pages, but when access via the default icons keeps going to the classic page. I've read the activation documentation and there's nothing talking about, has anybody been through this?

I performed test accessing with the default profiles, but still could not succeed.
