Need to create a Non-Cash Earnings Element that will be grossed up

I need to create a Non-Cash earnings element that will be grossed up and added to a person payroll to be taxed at the supplemental rate.  I have not been able to successfully create this element without the employee incurring additional taxes out of pocket.  Has anyone successfully created a similar element and would be willing to share how it is configured?
