Restrict access to learning catalog for contingent workers

We are in the process of moving contingent workers onto the system, and are trying to explore ways to only allow them to see what has been assigned to them and not be able to browse through the learning catalog.

We were thinking about creating a global access group but it would be quite a lengthy process to update all of our live courses.

Does anybody have any other suggestions?
