Accessing user-defined tables in OTBI

Hi All,
I have few user defined tables in HCM.Department ID and Department Name. Now I want to access this user defined table and user defined columns and put a condition in my existing OTBI report as if Department Name ='ABC' pull value as '1010' which is department number.
So I have two questions can we access user-defined tables and columns in OTB.
Can we display department number as a column by joining two subject areas.
