How does OLC handle SCORM content in an Incomplete status

Hello,

We have some learners who are reporting that they have completed a SCORM activity,  but the offering completion remains in progress in OLC.   We reviewed the WLF_EVENTS_ATTEMPTS table to confirm if the user attempted to actually complete the content.   The table is showing that the last attempt is in "I"  Incomplete status BUT the user received a passing score on the quiz.  The user should be marked as "C" complete but is not.  So a value of Incomplete forces the user to restart the content all book marking is lost and nothing is captured in the UI for the activity details
