Person Number Generation is not set in Enterprise but while hiring it still automatically updated the person number

In Enterprise Level, we have set the Person Number Generation as Null. We have not selected any of the options (Manual,Automatic prior to submission, Automatic upon final save)

In Legal Employer Level, we have not setup anything for Person Number Generation.

But while hiring a worker, the person number gets automatically generated. How does this work? Is there any other configuration?
