We are trying to put in approval workflows for assignment actions "Transfer" and "Global Transfer". We have tried modifying the approval rules for "Transfer" and "Local and Global Transfer" and "Change Assignment" but when we do the assignment update for Transfer or Global Transfer they come back with bypass approval has been enabled. For each transaction we have set to manager hierarchy and unchecked bypass approvals. What are the correct transaction workflows to modify for a Transfer and Global Transfer ?
