Enterprise Onboarding Checklist - sequencing not working

Summary

Currently all tasks are accessible to the new hire - not following the train track of Enterprise Onboarding Step 1, 2, 3 etc

Hi all, 

I am having some difficulty in getting the sequencing of my Enterprise Onboarding checklist to flow correctly. I currently have 7 Enterprise Onboarding steps which sit underneath my parent checklist and they are sequenced 1-7. 

However, when I onboard a new hire, my sequencing train track is shown at the top of the page but it will start by highlighting step 4 for example. I am able to see all the tasks underneath (required, optional and prerequisite ones) but I am not able to click through the steps at the top.
