Where is the setting for Generic User Account Prevention

Hi,

We recently upgraded to 19C and one of the new features is the Generic User Account Prevention. I can't find any information on this setting other than what is provided on the Release Summary. The Release Summary mentions that no action is needed from the user,  but I want to ensure that this is disabled and not enabled automatically at upgrade. How can I confirm?
