How to set Line Manager Approval for ILT Courses / Offerings ?

We have gone to Setup -> Learning Item Default Attributes -> Learner Self Service Settings -> set the Initial Enrollment Status to ‘Requested’ -> Save and Close but when we login as a learner and enrol on an offering it is getting auto approved instead of going to the line manager for approval ?

Do we have to do additional setup ?
