Payroll Year End Testing: W2 online PDFs not published or visible in Document of Record when W2 Emp

We are in the process of testing our year end payroll process.  When we run the process "Run W2 Employee Report" in final mode, we are not able to see the W2's in document of preferences, ESS, or anywhere in the payroll system.  We had our publish date on the legal entities set to Jan 1 > but we got no results > then we thought that maybe the process was using the system date of the server, so we changed the publish date to Nov 1 > but we are still not able to see the W2's on employee records.

Is anyone else having this same issue?  How are you testing for your year end?
