Select a Coworker as a Contact does not return any person in LOV

Hello everyone,

We are trying to add a contact who is an existing employee. We are using the below navigation.

Me > Personal Information > Family and Emergency Contacts > Add > Select a Coworker as a Contact

No person appears in the field 'Search for a coworker to add as a contact'.

I am able to search for the coworker in the directory.

We are using a custom Employee role. I have checked, it has the privilege 'Use REST Service - Workers List of Values'.

Has anyone faced this issue before? Could you please advise?
