Can’t find the Learn Assignment Migration Job

Is there something that has to be configured to run the Learn Assignment Migration Job?

I am testing loading some historical completions and I can’t find the Learn Assignment Migration Job to run. 

From my understanding I need to load the course, offering, activity, assignment to the offering, run this process, then load the completion of that assignment. This process is what I can not find in my testing environment. I am getting an error that the Learning Record can not be found. I assume it is because I have not run this process.

Any help you can provide is greatly appreciated.
