Changing Hire date

We need to change the hire date of an employee. Current hire date is 1-OCT-2019. And we need to change it to the 28-OCT-2019. But when trying to change it following error message is appearing.

The Effective Start Date value must be earlier than or equal to the Effective End Date value. ( HRC_10350096)
