Now if the environment is enable consolidate feature, all the requisition can not be processed until the generate order process is run.

This is not reasonable, because only those requisition refer to agreement need this function. And besides, this should not be a feature, it should be a configuration by BU or Legal entity....Because every business has its own situation.
