Learning Outcomes tab in the course creation

Hi,

when creating a learning course (My Client Groups > Learning > Learning Catalog > Courses > Create), our learning administrators cannot see the "Learning Outcomes" tab, so they cannot add the learning outcome to the course. Is there a particular privilege that must be added to the custom role in order for the user to see and use this tab?
