How can the HR Specialist get request approval from the Line Manager?

Dear all,

I've a requirement from my client that HR Person should be able to submit a penalty request for an employee.

HR specialist opens (Person Management > Search for the employee > Manage Document Records > Submit the request on the employee DOR)

 

How can I built the approval to go to the Line Manager of that employee?
