BI Publisher report to send emails about various contact scenarios

We have a requirement to send out emails (we have specific templates so BIP is needed) to employee whenever certain changes are made their contacts (new contacts, duplicate, changes to relationship, etc)

I am struggling with an all inclusive query to capture all the changes to contacts so then the bursting queries can pick out the different scenarios and send the correct email

Does anyone have a good starting point for a data model?

Or is there a better solution?
