Migrating from a development environment to a test environment, what do you use for a URL?

I'm trying to set up Migration from our Development environment to our Test environment. I know where to set the target URL, I just don't know which URL to use. Do I just use the URL of our Test environment springboard, or is there is a specific URL I need to find and set as the target.
