Is it possible for someone to be notified if the Assignment Category is changed on employee?

Primarily all of our employees are full-time.  Company is going to allow part-time.  The employee can be hired as either full or part-time and they will only be allowed to change from F2P or P2F once time per year.  Because of absence accrual plan differences and balances may need to be adjusted only select HR folks would be allowed to perform that manual manipulation of balances.  Although HR reps would be the ones changing the Assignment Category their is hestation that the F2P or P2F assignment category change will NOT be communicated to appropriate folks.
