AOR by Position Hierarchy is not working as expected

Security for Area Of Responsibility by Position Hierarchy is not working as expected. we have followed the below steps 

1. Create three new positions
2. Add Parent Position for Position Hierarchy
3. Hire Employees to the position
4. Create Position Tree
5. Create AOR to the Worker – select position hierarchy
6. Select Checkbox to include Top Hierarchy
7. Create Person Security Profile
8. Create Data role for the HR Specialist Job Role
9. For person, select the created person security profile and secure by AOR
10. Employee 20006 should be able to search the persons only from those positions/departments
