Can Admin manually add learner completion records?

Can Admin upload one off records where staff have attended face to face learning?

I am needing to record one off learning (such as adhoc training events) where the business may only offer these yearly or on an as needs basis.

How do you suggest I can record this data manually? 

Creating a Instructor Led Offering - this functionality requires Admin to include an end date and then add learners as Required/Voluntary/Recommend. This option isn't what I am seeking.

Is there a simpler option to create a course i.e. First Aid and not include an end date and then to add learners manually without selecting to add learners as Required/Voluntary/Recommend?
